Prisoners Empowerment Programme
HM Prison & YOI Sudbury
Framework delivery in custodial environment | July 2025
A specialised application of the Unchained Goals Framework in a custodial environment, delivered at HM Prison & YOI Sudbury in July 2025. Coordinated by HM Prison and Probation Service.
Objective: To equip prisoners with the structural tools to design, execute, and govern meaningful goals beyond release — with the strategic objective of reducing reoffending. This is the deployment of a structured execution architecture in an environment where the consequences of structural failure are return to custody.
Framework applied: Goal design within genuine control boundaries using SSMTC; identity reconstruction through the Beliefs layer; Ownership of personal direction and its costs; habit architecture for sustained behavioural change; installation of a personal Control System for ongoing self-governance after release.
Outcome: Visible engagement across multiple prisoners with documented positive feedback. HMPPS staff observed prisoners committing to think differently about goal setting and life direction.
"I didn't know what to expect from the presentation; I found it refreshing and a great use of my time. The presentation had clear direction and was easy to understand, and could be used throughout different life stages. It made me think about processes that can be put in place to achieve goals." — Prisoner A, HMP Sudbury <hr> "I found Clement looked the part and was very good with his delivery. I came out with better future goals going forward to better mine and my family's destinies." — Prisoner B, HMP Sudbury
